Integrated
Watershed Management plays a crucial role for the sustainable use, the preservation and
the analyses of water resoures. It is the goal of the WISDOM project to jointly
(Vietnamese and German partners) design and implement an Information System for the
Mekong Delta, containing information from the fields of hydrology, sociology,
information technology and earth observation. The integration of such data will enable
the end-user of the system to perform analyses on very specific questions; and thus will
supply the end-user with a tool supporting regional planning activities.

Project Coordination of DLR presented WISDOM Project at 3rd German-Indian Conference on Research for Sustainability February

The WIDSDOM project and its preliminary results as well as the Mekong Delta Information
System were presented during the 3rd German-Indian Conference on Research for
Sustainability held in Delhi, India, on February 3rd and 4th, organized by DST,
IIT Delhi and BMBF. The goal of the 3rd Indo-German Conference was to define
strategic common areas between India and Germany in the fields of -water- and -waste
management- research and development and to build
a network between key actors. The networks are expected to generate research,
development and innovation alliances for the better use of scientific and technological knowledge.

UNU-EHS organized the third WISDOM PhD Scientific Seminar in Bonn January 2010
The 3rd WISDOM PhD scientific seminar was held at UNU-EHS for three days from
27 to 29 January, 2010. In the first two days, 14 WISDOM PhD students presented
their research findings in poster sessions and oral presentations covering topics
from fields of hydrology and hydrological modeling, water quality monitoring and
modeling (pesticides and endocrine disruptors), vulnerability assessment to water
related hazards, knowledge management, adaptation of local
knowledge to a changing environment, policy-making in rural water supply and sanitation.

ZEF explores aquaculture development and water-related environmental problems in Can Tho City January 2010
Considering a growing water contamination through expanding fresh water
aquacultures in the upstream delta, ZEF recently conducted a field research
in Can Tho City, aiming at exploring the linkages between fish farming and
water-related environmental problems from a social science perspective.
In Can Tho City, freshwater aquaculture has become a key sector for boosting
the local economic development in recent years. Hundreds of new jobs have been
created in commercial fish farms and processing companies and the rural scenery
has altered accordingly in many places of the province. For instance,

DLR Project Coordination supported by CIM expert at MOST-South in HCMC December 2009
Since December 2009 Mr. Florian Moder has started his work as a CIM Consultant for the WISDOM project,
supporting project coordination on the German side- Flroian will be involved in coordinative tasks,
administration, capcity building and networking.
He is located at the office of Dr. Buy van Quyen, who is the Director of MOST Southern Representative Office.
Florian has a background in Geography, GIS and remote sensing. He will support the WISDOM project for the next two years.
The consortium thanks BMBF and MOST for the support and funding of the position.

DLR installs the first Version of the WISDOM Prototype at SIWRR and CTU December 2009
During the last weeks of December, IT experts of DLR installed the first version
of the Information System prototype at the Southern Institute of Water Resources research in HCMC,
as well as at Can Tho University in the Mekong Delta. The first test intallations were accompanied
by hands on trainings. Purpose of Prototype installation was to firstly promote data sharing and
technology transfer, analyse the challenges in Vietnam, and yield insights for further IT development.

ZEF/MDI study on local water management commences final phase of field work December 2009
Following the launch of the joined research initiative of ZEF and MDI in March 2009,
a series of interviews and PRAs (participatory rural appraisal) have been conducted with local authorities at both,
the district and the commune level in order to assess the variety of local water management organizations in
Can Tho City. Later on, representatives of a few selected organizations have been interviewed and the
understanding of the existing institutional setting could be deepened.

WISDOM Project Coordination presents project results in HCMC to BMBF delegations October 2009
Between October 5th and 17th WISDOM project coordination joined a BMBF delegation visiting Vietnam
and evaluating the ongoing project between Germany and Vietnam in the field of Intergrated water
Resources management and associated projects. Ministerial directors Dr. Stiehnen (Section head Asia-Pacific)
and Mr. Zickler (Section head Sustainability) got an insight into pressing environmental challenges in Vietnam,
the project structures, partner institutions and the scientific and ministerial landscape.

Delegation from National University of Singapore visits research sites of UNU-EHS vulnerability assessment in Can Tho
October 2009
On 29th and 30th October 2009,
a delegation from the National University of Singapore, School of Design and Environment,
Dept. of Architecture, visited the research sites of the vulnerability assessment to water-related
hazards in Can Tho City. Questions of adaptation options to water-related hazards were discussed and
fields for joint efforts explored. It has been agreed to collaborate in one of the case study areas in
order to combine the findings of the vulnerability
assessment with a design study that focuses on alternative housing and infrastructure

UNU-EHS Training for Interviewers in Household Survey in Can Tho City October 2009
On 21st and 22nd October 2009 UNU-EHS held a training course on interview techniques
and the conduction of questionnaire-based surveys. The course aimed in particular
at training the interviewers participating in the upcoming household survey in
Can Tho in the framework of the vulnerability assessment within WISDOM.
This survey will focus on vulnerabilities, coping and adaptive capacity with
respect to present and future water-related hazards in the urban and peri-urban
districts Ninh Kieu, Cai Rang and Binh Thuy.

UNU-EHS/MDI Expert Meeting on Vulnerability, Climate Change Risk and Adaptation in Can Tho City and Tra Vinh Province October 2009
From 05-07 October 2007 the United Nations University, Institute for Environment and Human
Security (UNU-EHS) and the Mekong Delta Development Research Institute (MDI), Can Tho
University, organised and hosted an “Expert Meeting on Vulnerability, Climate Change Risk

DLR and University of Würzburg participate in MONRE workshop in Hanoi September 2009
From 21st to 22nd of September 2009 the Department of Waterresources Management of the
Ministry of Natural Resources and Environment (MONRE) organized a workshop on
Information Systems in Hanoi.
DLR was invited to present the WISDOM Information System to an interested user
community from several departments and institutes under MONRE.
This technical workshop included the introduction of the WISDOM project itself and
consisted of the detailed presentation of the prototypical version of the WISDOM
information system as well as a discussion round on potential user needs and interests on
the Vietnamese side concerning technology transfer and the use of comparable systems for the
management of a national geo-database.

Group of German Students Visits Case Study Sites of UNU-EHS Vulnerability Assessment in Can Tho September 2009
On 16th of September a group of architecture students of the Urban Development Studies
Programme, Department of Planning and Building Overseas, Technical University
of Darmstadt visited the Vulnerability Assessment component of WISDOM in
Can Tho City. Within the framework of a studio in Vietnam, the students were
introduced to the case study areas of the Vulnerability Assessment in Cai Rang and

WISDOM Phase B Planning Meeting July 2009
On 21st of July 2009 all the Vietnamese and German partners came together at SIWRR in HCMC to discuss topics and
issues for the next WISDOM phase. All partners presented their works and achievements of Phase A and
gave an outlook on what comes next in continuation of WISDOM.
Many ideas had been exchanged and many suggestions stated in fruitful discussions. All in all WISDOM
proceeds further to gain shape as an Information System integrating heterogenous data from all the different
fields of hydrology, sociology and earth observation. During the planning meeting the idea of networking and
sharing ideas was once again strengthened in order to support WISDOM in a joint effort.

DLR published WISDOM Prototype June 2009 The
first prototype of the WISDOM Information System has been published to the
Internet. The so called "Prototype-DE" is designed to be the exchange platform of
all spatial data, research findings, etc. of the WISDOM project. It stores more than 400
spatial datasets, 500.000 hydrological sensor measurements, around 400 statistical
measures for administrative units, and around 250 governmental-, research- and private
organisations working in the water sector in the Mekong Delta. The "Prototype-DE"
provides functionality for automatically generating value added information as e.g. maps
or statistical reports.

ZEF - Field research on planning of the dyke system completed June 2009 Though people in the Mekong Delta live with
floods, floods occur seasonally and have unpredictable effects. In 1961 and 2000, big
floods destroyed major parts of the agricultural system, the infrastructure and hundreds
of people lost their life. Therefore, floods are perceived as a hazard and flood control
has been identified as an appropriate instrument to reduce the risk and prevent negative
impacts of flooding. Within this perspective, a comprehensive dyke system has been
developed and implemented throughout the Mekong Delta.

Field campaign for terrestrial surveying of dams and dikes for DEM generation April / May 2009 In April / May 2009 DHI-WASY realised the second
field campaign in the survey area in Tam Nong. The objective of this trip was mainly to
do terrestrial surveying of dams and dikes alongside surface channel systems. This was
realised with a satellite supported survey system with a mobile GPS receiver and a base
station. The result is high resolution data for ground level elevations, especially for
geographical breaklines like dams & dikes and roads of different categories. The
data will be used for DEM generation and validation of DEM´s generated from remote
sensing data.

DLR Workshop on Remote Sensing, GIS and SDI 23st Mar - 4th Apr 2009 The WISDOM team of
DLR held 4-day long trainings in the fields of GIS, remote sensing, database design and
spatial data infrastructure (SDI) in Ho Chi Minh City and in Hanoi. Over 30 participants
followed the training courses. Participants in Ho Chi Minh were mostly WISDOM project
partner members from VAST-GIRS, SRHMC, Sub-Niapp, SIWRR, SISD, and CTU amongst others.
In Hanoi the training course brought together managers and technicians from different
institutes under MOST, MARD and MONRE as well as the Vietnam National Mekong Committee.

Legal Framework of the Water Sector in Vietnam - An Overview Apr 2009 The here presented summary represents the

ZEF/MDI study on local water management takes off March 2009 In March 2009, the Mekong Delta
Development Research Institute (MDI) and the Centre for Development Research (ZEF)
started a collaborative research project on local water management in Can Tho City. The
research aims at understanding how water is managed at commune and hamlet level.
Additionally the various aspects of water use, flood management, handling of wastewater
and other issues are of special relevance to the project.

DLR: Presentation of the first Prototype of the WISDOM Information System 19th Mar 2009 On the 19th of
March the German WISDOM members presented the WISDOM Information System Prototype during
a formal event in Cuu Long Hotel, Can Tho, to about 70 directors and representatives of
the DOSTs, DONREs and DARDs of the 13 provinces of the Mekong delta. A representative of
MOST joined from Hanoi. The introduction of the technical concept of the Information
System and the online presentation of the current prototype was followed by an afternoon
of intense and fruitful discussions. The WISDOM prototype presented in Can Tho, will be
online via the WISDOM website from June on.

Workshop on Analyses of Endocrine Disruptors 12st Mar - 13th Mar 2009 Representatives
from DONREs HCMC, CanTho, Hau Giang, Dong, Nai, DOST Bin Duong from the Universities Can
Tho and An Giang and from Research Instittutes ITB, SIWRR were introduced to the concept
of endocrine disruptors and their analysis by YES-assay. Various presentations and in
depth demonstrations in the laboratory led to an understanding of the effect of hormone
like substances on humans and their possible analysis with YES-assay. The YES-assay
reflects the estrogenicity of a water sample in form of a sum parameter.

Vietnamese Delegation visits Germany 31st Jan - 8th Feb 2009 A Vietnamese
delegation with participants from SIWRR, SRHMC, MOST and VAST-GIRS visited Germany for
one week. Dr. Tri., Dr. Duc, Dr. Thanh and Mrs. Long and Mr. Binh joined the Data
Integration workshop in Potsdam, as well as one day meetings at DLR, Eomap, UNU and ZEF.
The visit was very fruitful with regard to exchange on project progress, planning of
next steps the preparation of the upcoming lare WISDOM field campaign in March 2009.

ZEF explores newspaper archive in Can Tho and retraces local water related history January 2009 Vietnam has a long-standing and rich media
landscape, especially in the field of print media. Nearly all provinces have at least
one daily newspaper, keeping people up to date on social, cultural, political and
economical affairs of their province and beyond. Moreover, local newspapers represent a
valuable source of information for researchers. The daily local press offers information
on current events, new policies and projects and gives insights into public debates and
discourses. Besides, newspaper archives provide data on past events and therefore offer
rich opportunities for historical work.

Field campaign for validation of remote sensing products January 2009 In January 2009 DLR realized a field
campaign for the collection of GPS data with the intention to validate land cover and
water mask products, that were recently derived from satellite data with automatic
processors. To improve the results of such products derived from remote sensing data and
to know about their accuracy ground truth data are essential.

New techniques developed in the WISDOM project are applied in industrial offshore monitoring contracts December 2008 EOMAP introduces
newly developed processes and monitoring instruments for the offshore industry. The new
earth observation based techniques have been applied in several industrial contracts,
including long-term monitoring applications. These developments are extended to a
variety of different satellite sensors, as the new procedures are inter-operational and
applicable for sensors with differing spectral and spatial resolutions. The WISDOM
project is therefore a technological leap forward and represents a significant
improvement in the cost-effectiveness of operational mapping technologies.
Specific advancements added into the industrial monitoring algorithms can likewise be
applied as technological improvements to the Mekong and other upcoming river monitoring
contracts.

WISDOM Project Annual Meeting of German Partners at DLR in Oberpfaffenhofen 4-5th November 2008 The annual German Partner
meeting of the WISDOM project was held at DLR in Oberpfaffenhofen from November 4th to
5th. Each of the ten German partner insitutions and companies has been represented.
During the meeting each Work Package leader reported on the progress in his field; such
as project management, knowledge management and institutional mapping of the Vietnamese
Water Sector, Information System design, Hydrology and hydraulic modelling, water
quality analyses, topographic mapping, vulnerability research and socio-economic
research, data integration and capacity bulding. A lot of new synergy could be created
among different research fields and institutions.

DLR hosts three WISDOM project exchange scientists in November and December November-December 2008 Pham Bach Viet from the GIS and Remote Sensing
Research Center of the Vietnamese Academy of Sciences and Technology is currently
supporting the German WISDOM team with remote sensing data analyses and the preparation
of a validation campaign for January. Furthermore, Sven Genschik from the Center for
Development Studies, ZEF, is currently at the DFD of DLR to receive training in the
fields of spatial data integration, GIS and Webapplications. In December a hydrologist
from the Southern Insitute of Water Ressources Research will spend time at DLR to get a
deeper insight into the Information System.

Second WISDOM PhD Seminar held at Can Tho University 17-19th September 2008 The three day
WISDOM PhD Seminar gave all 14 WISDOM PhD students to present their intermediate
research results, after having undertaken fieldwork in the Mekong Delta for half a year.
PhD research addresses many science disciplines, such as hydrology, modelling,
socio-economics, and water quality. The 8 Vietnamese and 6 European students stay in the
Delta for at least another half year and will commence their work later at their
supervising WISDOM partner institutes such as UNU; ZEF, GFZ and INRES. Special guests to
the WISDOM PhD seminar was Dr. Bui van Quyen, Head of the MOST Southern Representative
Office.

Expert Working Group, EWG on Vulnerability jointly organized by UNU-EHS, University of Can Tho and WISDOM 14-16th September 2008 A three day workshop has
been held at CTU in the Mekong Delta. 20 experts from the field of Vulnerability and
Climate Change discussed topics such as Vulnerability Assessment of Delta Regions,
Vulnerability Indicators, Coping Capacity Mechanisms, Vulnerability Reduction
Strategies, and Disaster Resilience. The Workshop brought together specific scientists
and PhD students of the WISDOM project with experts from countries such as Australia,
Japan, Great Britain, Indonesia, Sri Lanka, Thailand, and UN agencies. For detailed
information about the outcome of the Workshop, EWG leader Jörn Birkmann at UNU can be
contacted. The outcome of the discussions will be fed to the next EWG meeting on
Vulnerability, which will be held 2009 in Bonn.

WISDOM coordination visits Ministries and related research institutes in Hanoi 9-13th September 2008 During several visits at
Departments and Centres of MOST, MONRE and MARD the WISDOM project has been further
promoted, and future cooperation potential with additional science institutes has been
assessed. Furthermore, the Mekong River Commission, (MRC) branch office in Hanoi (VNMC,
Vietnamese National Mekong Committee), the BMBF-MOST Water Office and northern

DLR Delegation performs User Requirements Study for the WISDOM Information System July and August 2008 During numerous visits
at MOST, MONRE, MARD, MOT and related science instiutes in Hanoi is was assessed, which
kind of data and information decision makers and managers would like to see incorporated
into the WISDOM Information System. The goal is to create a planning relevant tool for
decision makers, which will be installed and also used in Vietnam at a later stage in
the project. Therefore it is of utmost importance to assess User Needs in the country.
Furthermore, partners and other interesting science collaborators in Ho Chi Minh City,
as well as DOSTs, DONREs and DARDs in the Mekong Delta were visited.

First Knowledge Management Training Course at SISS June 2008 On 16th -
18th June 2008 the first First Knowledge Management Training Course took place in HCMC,
Vietnam. This training course was organized by the Center for Development Research (ZEF)
and the Southern Institute of Social Sciences (SISS). As a first step towards capacity
building within the WISDOM project, Prof. Dr. Hans-Dieter Evers presented new concepts
and methodologies concerning knowledge management to the Vietnamese research community.
The first day of the workshop mainly centered on contemporary theory and concepts of
knowledge for development and knowledge management. Besides hearing further concepts on
the second day the participants also had the opportunity to concretely apply what they
had learnt so far by engaging in exercises on knowledge management, in which they were
challenged with the question of how to build up a knowledge society.

Jointed IWRM – WISDOM modeling workshop June 2008 On June 10, 2008 WISDOM's
partner project "IWRM Vietnam" initiated the first jointed modeling workshop on
hydrological modeling at the Ruhr University Bochum. Twelve IWRM and WISDOM scientists
and PhD students met to identify cooperation issues and to start developing synergies
between the two modeling groups in the field of modeling the hydrological and
hydrodynamic situation of the Mekong Delta.

The DLR team of the WISDOM project hosted an IWRM PhD student working in the field of remote sensing March 2008 Just like WISDOM, the
IWRM project is a bi-lateral BMBF funded project between Vietnam and Germany. Both
projects - WISDOM and IWRM - aim at close cooperation for mutual support, the avoidance
of redundancies, and joint acticvities, such as workshops, open seminars and data
exchange. Sylvia Jaschinski, PhD student within the IWRM project at the Ruh University
of Bochum stayed two months at the German Remote Sensing data Center, DFD, of DLR and
received instruction and supervision on topics such as remote sensing theory,
pre-processing of satellite data, landcover and landuse classification and feature
extraction techniques.

DLR WISDOM staff held a GPS course at UNU-EHS for all WISDOM PhD students March 2008 On 18-19 March
2008 DLR organized a GPS training course for the WISDOM PhD scholars. The course was
hosted by UNU-EHS in Bonn. In the theoretical and practical sessions of the two-day
seminar the PhD scholars learnt to use GPS units and to process the acquired GPS data in
a geographical information system. These skills will be necessary for the fieldwork
which most of the PhD scholars will begin from April onwards. In addition, Prof. Dr.
Evers presented first results of the research on knowledge clusters and knowledge hubs
in the Mekong Delta.

DLR Field Campaign to Vietnam in January 2008 and visits to Vietnamese partners January 2008 The field campaign of DLR took place between
January 7th and January 25th. Five DLR scientists travelled to Vietnam for issues
concerning project management, information system technology, remote sensing validation
and support of a water sampling campaign. With the project partner and coordinator on
the Vietnamese side SIWRR project management issues were discussed. A joint two day
Remote Sensing Workshop took place at the Vietnamese project partner GIRS-VAST. Detailed
ideas on the set up of joint processing chains, algorithm design and remote sensing
methodology were exchanged. At the partner institute Sub-Niapp questions on landcover
and landuse in Vietnam, data standards and possibilities for Capacity Building from
German partners in Vietnam were discussed. During a four day trip to the Mekong Delta
(My Tho, Vinh Long, Can Tho, Long Xuyen and Cao Lanh) ground control points for remote
sensing data rectification were collected and DLR also participated in a water sampling
campaign of the company Eomap.

Campaign on the Mekong River for water sampling and spectra collection January 2008 Between
January 19th and 22nd the Southern Institute for Water Ressources Research SIWRR, the
German company Eomap and scientists of DLR undertook a field campaign on a boat on the
Mekong River. Water samples for turbidity measurements were collected, spectral
reflectance of water in different areas were measured for the calibration of remote
sensing based water constituent derivation models and water constiuent modelling and
analyses were discussed with the Vietnamese partners.

UNU organized the first WISDOM PhD seminar in Bonn, Germany December 2007 The WISDOM PhD
programm is a central part of the WISDOM project. 15 PhD students from Vietnam and
Europe will research on different aspects of relevance in the Mekong Delta. Topics
include hydrologic modelling, pecticide modelling, endocrine disruptor investigation,
livelihood analyses, and knowledge management to GIS and spatial planning. The PhDs
students were employed in fall 2007. During the seminar they presented their outline of
work planned for the following month. Experts invited from partner projects of the
WISDOM project - such as the SANSED or the IWRM project reported on recent activities.
Further invited experts gave talks on topic of interest for watershed management.

Delegation with representatives of MOST and MONRE visit DLR September 2007 In September a
delegation of six representatives from MOST and MONRE visited DLR. During talks the
WISDOM project's work packages were presented. Furthermore, the idea of a first
demonstration of the WISDOM Information System was discussed. The delegation members
also received a tour via the DLR campus and social activities (Oktoberfest visit)
rounded off the visit.

Kick Off Meeting for the first 3-year phase of the WISDOM project in Vietnam July 2007 All
Vietnamese and German partners of the WISDOM initiative met for the overall official
Kick Off meeting of the project organized by the Southern Institute of Water Resources
Research, SIWRR, in Ho Chi Minh City. All partners presented the work they will
contribute to the indicidual research topics and work packages, three test areas of
special interest were defined within the Delta and future cooperation issues were
discussed. The three test areas are the area of Can Tho
province, the Tam Nong district in
the Noeth of the Delta and Tra Cu District close
to the coast in the South. Before the Kick Off a German delegation off all WISDOM
partners visited the Mekong delta.

Kick Off Meeting for the first 3-year phase of the WISDOM project in Germany July 2007 The German partners of the WISDOM
initiative met for an official Kick Off meeting of the project organized by DLR in the
Gustav-Stresemann Instiute in Bonn. All partners, their detailed research topics and
their planned work within WISDOM were introduced. Furthermore, first milestones for the
next 6-month period as well as for the first project phase were discussed.
